How Seven Oaks Works

CDD I and II - Responsible for the management and operation of common area property such as: neighborhood parks, conservation areas, ponds, fountains, roadways, street signs, landscaping, irrigation, and street lighting. The CDD is also responsible for the operation and maintenance of the Community’s recreational facilities (Clubhouse facility, swimming pools, tennis courts, volleyball court, basketball courts, field area). Responsible for the development of an annual operating budget based on the necessary expenditures for the operation and maintenance of the items mentioned above. Management of these expenditures is overseen by the CDD’s management company, currently Rizzetta & Company, with Scott Brizendine as our District Manager. Funding for the “Operations and Maintenance” expenditures comes from a portion of the CDD “Assessment” that each Seven Oaks homeowner pays with their property tax bill each year (non- advalorem tax). Community expenditures such as landscape maintenance, irrigation, Clubhouse upkeep, management and staff salaries, District Manager, Attorney, District Engineer, etc. are included within this budget, as well as other necessary items. The other portion of your “Assessment” is used to pay -off the bond that was floated to pay for the construction of our Community’s infrastructure and amenities (i.e., roadways, recreational facilities). The amount that each homeowner is assessed is based on the size of the lot.

Seven Oaks Property Association - Responsible for enforcing the “Declaration of Covenants, Conditions, and Restrictions” with respect to homes and lots. Enforce the Community’s “Covenants” otherwise known as deed restrictions, to protect the value, desirability, and attractiveness of our Community. A “Property Manager,” (currently SusanThomas of Rampart Properties) is hired by
SOPOA to inspect home exteriors and properties, weekly, to ensure compliance with these Covenants. The property management company (Rampart) also collects HOA “Assessments,” (currently $62 for a non- gated neighborhood and $99 for a gated neighborhood) and processes any requests to modify home exteriors or lot landscaping (i.e. pool, screen enclosures, fence, paint colors, or other architectural modifications). Homeowners requesting a modification are asked to complete an “Architectural Modification Request” form (AMR), obtained from the “Documents” section on www.sopoa.com. This gets reviewed by the Property Manager and is then considered by the “Design Review Committee” (DRC) of
SOPOA (the HOA) for approval (or denial). Common “Covenant Violations” include: weeds, yards not mowed/edged, dirt/mildew on driveway, displayed trash containers on non-pickup days, dirt/mildew on house, flower beds needing mulch, brown grass, and garage doors being left open. Five of the neighborhoods within Seven Oaks (Lakeside, Silverleaf, Villas at Edenfield, Villas of Deer Run, and Villas at Willow Creek) have their own HOA’s, and except for Silverleaf, which does not belong to SOPOA, must therefore follow the guidelines of two Associations.

Seven Oaks Resident Council - The Resident Council is a communication vehicle that helps link the entire Seven Oaks Community. The Council consists of one Representative from each of the neighborhoods within Seven Oaks who is responsible for bringing the concerns of that neighborhood to the Resident Council monthly Meetings (first Tuesday of the month) for discussion. The Council sifts through these concerns and determines if they should be directed toward the CDD Board, the SOPOA Board (HOA), the Developer, or a government entity for an appropriate solution. The Resident Council Representatives, using the email addresses of the homeowners within their subdivision, can alert their neighbors about proposed changes to the status-quo, whether they are considered to be positive or negative and offer unified response initiatives to preserve the quality of life for Seven Oaks residents.
